Who We Serve
Healthcare for the Homeless – Houston (HHH) exclusively provides care for individuals who are homeless. Because we only serve patients who are homeless, we are able to tailor our clinical model and services to meet the distinct, and often, complex, health and social needs of those we serve

Our purpose is to be a primary care “health home” for those experiencing homelessness. We aim to improve health and help individuals move beyond homelessness. We take a holistic approach be providing many integrated services, including medical care, mental health services, addiction counseling, case management and dental care. Specialized programming helps address the differing needs of individuals, such as programming specific to the needs of women and children, those who are diagnosed with a mental illness, those battling addiction, people who have experienced chronic homelessness, etc.

Who is considered homeless?
HHH defines homelessness as being without a fixed permanent residence. This includes individuals who are residing literally on the streets, under bridges, in parks, vehicles and abandoned buildings, as well as those utilizing emergency shelters or those in residential treatment programs who were homeless when they entered the program. We also provide care for individuals who have been transitioned into Permanent Supporting Housing or temporary housing, as well as individuals who are temporarily “doubled up” with friends/family without the means to secure permanent residence.

The Medicaid Myth
The vast majority of our patients have no form of health insurance (on average 89% of those we see). Texas has among the most restrictive Medicaid eligibility requirements in the nation, such that coverage extends nearly exclusively to children (under age 17), women who are pregnant and those with a documented disability who are also qualified for SSI/SSDI. Medicaid reimbursement accounts for less than 1% of HHH’s operating revenue.

Further, because Texas opted out of expanding Medicaid, our patients tend to fall in the gap between Medicaid and eligibility for marketplace insurance subsidies. Marketplace insurance subsidies do not extend to those living below 200% of the poverty level because it is assumed by the Affordable Care Act that those in living below the poverty level qualify for Medicaid. Because this is often not the case in Texas or for the vast majority of our patients, they remain uninsured. Therefore, our care is provided with support of private foundations, individual and corporate donors and various public grants.
